If you make a .nif file, and .dds file they are both separated and don't have a direct link between them, so in your creation kit you have to redefine the dds file as a skin. Here is how I do it in geck, I add the .dds file in my texture folder from data fallout, and then in geck I create/add a new skin and point it out to my dds file path. The same happens to he .nif file. If I make a static object I have to point it out to my .nif mesh model that is usually in the Meshes folder in fallout data directory. After those two are done, you can add the texture for your new model by searching the skin you made out with your .dds file and add it to your model that you imported. Hope that makes sense.
