Script Magic Effect not applied by Apply Combat Hit Spell ep

Hi guys,

 

I'm trying to add a pistol whip effect when you bash an enemy in the head with a pistol. But I cannot even get the Apply Combat Hit Spell to actually apply my magic effect with the attached script.

 

When I use the console command cios (cast immediate on self) when selecting an npc and entering the form id of my spell, it all works fine, but I can't actually apply it through using a pistol, or any weapon. I have removed all the conditions to try and get it to trigger on any combat hit, but no avail. This confuses me because the perks like the Heavy weapons stagger etc use this entry point, but it doesn't seem to work with the "script" magic effect archetype. Anyone have any insight?
