Apply Combat Hit Spell, does not apply scripted magic effects

Hi all, I've got a scripted magic effect that works when I use apply it using the 'cios' console command in game, but when I use the Apply Combat Hit Spell with a spell containing the scripted magic effect, it does not get applied. Anybody know whats up?

 

Go ahead and try to make your own simple scripted magice effect and try to get it to work with an 'Apply Combat Hit spell' entry point, let me know how it goes.
