Four Tribes Quest

I have played the game through once and am going through again. I am to the point where I go to the Shrine where the Ahemmusa tribe wants to return to for safety from the blight. I clear it out completely and finally get to the place where the Scamp, the Orc, and the other NPC are. What is going on here? Is this part of some other quest? The dance that they talk about is a mystery to me. I simply killed them all and brought the wise woman back to complete the main quest, but is there something that I have missed? [i did get the fancy item under the pillow, but it was no big deal!]

The shrine is dedicated to the Daedra god Sheogorath, the god of Madness. I presume that insanity rules the day. The 'dance' talked of appears to be the battle between the ordinators and the worshippers. I must confess that I have tended to kill them although on one occasion I got the woman to agree not to hurt the Ahemmusa. Then I decided she was probably lying and killed her anyway. But I think from having seen a walk through that she was telling the truth.

 

They are not part of any other quest.

 

The Gambolpuddy is used in the penultimate Temple quest but you don't need any of the characters in the shrine.

Yes, she is telling the truth.... If you get her to agree not to hurt them(plead their case, I believe the name of the dialogue was), all the 'worshippers' stop fighting completely. But you still have to kill all the ordinators for the last of the fighting to stop. Also, I took the dance to mean the fighting in general. They worship a mad king whose name I have forgotten, and believe there is no right or wrong, only what you want to have and what you want to do. So they all fight each other to the death for fun, as a proverbial dance. After you get her to agree to leave the Ashlanders alone, you will see that some of the battles weren't between ordinators and worshippers, but between worshippers and worshippers(and if you talk to them, they call you a spoilsport). Also, if you ask her about the ordinators, she tells you they weren't invited, that they're party crashers, so to speak, but that all are welcome, and they to play a part in the great game, or something to that effect. She says something very similar about spectators who watch the fights and don't join in, that they to play a part.
