Weapon add-on effects

I am working on a mod that adds a couple of add-ons for a new vegas chinese assualt rifle, one of the add-ons is an urban camo look

I want my add on to give a stealth bonus to the player, but I can't find an option or figure out how to create an option for that.

I would most appreciate a tip or some instructions on creating an add-on effect that's custom.

If the weapon always has the effect, you can add a object effect or script to the weapon. If you want it conditional on adding a weapon mod, that I do not know how to do.
