Syringer - Sleeping Darts? Plasma Rifle Flamer Barrel - Frenzy?

I REALLY REALLY WANT TO MAKE A SCARECROW BUILD using the Syringer, hallucigen grenades, possibly Plasma Rifle

 

Syringer - Sleeping Darts so you could use the Mister Sandman perk with it or make the Mister Sandman perk work with Paralyzed enemies.

at the moment I really don't see this half of Mister Sandman perk being useful at all. With a few play throughs I haven't stumbled across many sleeping enemies.

 

Also Thinking a Plasma Rifle with the flamer barrel mod (or gun with similair animation) does 0 damage but has chance to frenzy enemies.
