How do you control what weapon attachments (scope, etc) NPC's weapons spawn with?

Forgive me if there's a FAQ or manual I've missed, but how exactly does the game determine what weapon attachments will be loaded on a given NPC's weapon? I've looked through the weapons, object modifications, npc and item leveled lists, and just can't figure it out. I'm not seeing any direct references indicating where this is done.
