Do NPCs have racial abilities too?

Hello all I recently wanted to start a new character from my previous Destruction/Alteration Mage to a Conjuration/Destruction Mage

 

As all of you know, Shock spells in general are the best element mainly because

1. There are not many Mobs immune to Shock

2. Shock spells are instant so aiming is so much easier

 

But as time went by I eventually got so bored of shock that I just wanted to not cast it at all.

Fire seemed cool, but I wanted to do an all frost mage

 

So my question is, do the Nord NPCs in Skyrim also have the 50% frost resistance? Or does this only apply to players?

If the 50% frost resist also applies to enemy npcs it would really be sad for me :( I really wanted to try using frost spells only without impact
