Hmm, well gpu seems to be utilized almost 100% except for the drops every now and then, but that could be during loading screens. I did notice your gpu is running a little on the hot side, so maybe try a more aggressive fan curve, as that will get more performance out of your card if its running cooler. Otherwise could be the extra detail of the lods and what not, im not completely sure as I dont use them. Keep in mind skyrims engine is pretty old and isnt the greatest to begin with. What fps are you getting exactly, if not 60?

Yes and it doesn't seem to be a vram related problem. Update your modwatch as well first part of mods tab is wrong:

Unmanaged: HighResTexturePack03

Unofficial ELFX SMIM ENB fps performance patch should go under ELFX and SMIM in the mods tab.
After fixing those follow this guide: https://forums.nexusmods.com/index.php?/topic/753253-only-you-can-prevent-forest-fires/ for fixing the load order and the mod order if a mod is overwriting some files make sure that it's what it is suppose to do.

 

I don't know why that appeared as that, since the HighRes Textures are always under the Dlc's. I'll try that.

Well I decided to install everytime from scratch, and did a backup of all my Skyrim folder, with only the ini's changed to accommodate the Enb and the Enb itself. What next step do you guys think I should take?

What ENB are you using? both the old RealVision and the New one have really good guides for making the game look like their screenshots.

Using Vividian. Already tried a few and to me it's the closer to how I want it to look.

I'm using vividian aswell, I agree that it looks good, especially combined with vivid weathers. It is a little intensive but not too bad really. So with stock skyrim and just the enb running what's your fps?

I ran a test with some 2k textures and Enb plus all settings on ultra. Got 90+ fps while outside.

Edit: Mind you, the gpu on 100% load is because of the player.setav speedmult 1500 plus tcl
