Mod to cap Base Special Stats for Fallout 4

So I've been having this problem with my game where my base special stats will increase by about 6 or so points every 20 mins it seems. This means if i don't go into a cheat terminal and reduce my base special stats, after an hour or so i will be 1 shotting behemoths with a switchblade on survival.

 

So basically I just need a really easy mod made that either

 

A. Makes it so nothing can modify the base special stats, not the main game or any of these tricky mods.

 

B. Every 2-5 mins. it does a condition check to see if the base stats are greater than 10, if they are, revert them back to a number the user can set, or at the very least, 10.

 

It is not just me having this problem, many folk would kiss your holy feet if you can do this fix!

 

As per site regulations, I cannot offer any compensation for doing this mod (which I think just hurts the mod authors, but i digress), but I can offer you some imaginary bottlecaps! :)

 

NOTE: I need this mod uploaded to bethnet for x1 (I'd use my gaming pc but it's broken for reasons i don't want to get into right now)

P.S. Even though my PC can barely run fallout 4 (i get like 8 fps), I still have the creation kit downloaded, so If the fix is easier than I thought and you can just tell me how to do it myself, that'd be cool too I suppose.

If you do not have any luck with your request I can offer another option to explore.

 

Find the mod that is doing that to your game and remove it. Then try to find alternative mods that do not "bork up" your game like you are describing. There must be some kind of a problem with it and usually you can find other mods that will do what you want, and are more stable.
