Skyrim shouts don't play full audio

Sorry in advance for the lack of grammar and punctuation in this thread because i wrote it in a hurry but ive been a skyrim fan since the game came out and recently i got a new pc and only just got back into skyrim and i installed all of my old mods and saves i had on my old pc and everything is fine apart from the shouts... when i shout it doesnt play the full audio with the shout but if i only shout like the first word its fine but if i try to use the full shout it just doesnt work properly and its really annoying me because its really immersion breaking and ive not been able to find a solution anywhere ive reinstalled skyrim several times onto my 2 internal hard drives and external (currently on my internal 2tb) and the problem remains.... i am really annoyed and if anyone could help out it would be greatly appreciated because everything worked fine on my old pc but it just doesnt anymore and i use NMM for anyone wondering i also recorded a video of the problem so u guys can get a better understanding so ill post it to youtube and post the link below my pc specs and skyrim load order my pc specs and skyrim load order is

Well you mod setup needs to be reworked do you want Climates of Tamriel or ELFX weather you can't have them both.

 

Load order is disater you use LOOT right?

 

You need to decide between this 2 you can't have them both:

ClimatesOfTamriel-Interiors-Warm.esp

You have a patch for supreme storms but you don't have the mod:

TrueStorms-SupremeStorms-CoT.esp <--- needs Supreme Storms

Okay i'll get onto that and yes I do use LOOT but do you have any idea how i can fix the shouts bug tho?

It does that because it plays two sound, first the fus ro dah and then the thundering one and they overlap.

I have done what you told me to do and the problem is still there. Is there anything else I can do to try and fix it

it seems that the sound for the thunder has been changed by a mod and has i higher volume but the one from the shout is still vanilla and has a lower volume you might try adding a mod to change the sound of shouts and see if that it fixes it.

Okay im looking into it so far ive only found Improved Dragon shouts mod (http://www.nexusmods.com/skyrim/mods/14353/?) so im downloading that and giving it a go but do you know any mods that would fix this issue? and do you want a full list of the mods i have installed and maybe you'd be able to tell which one is changing the thunder

How about using TES5Edit?

 

Load your active mods in TES5Edit(just press OK button at the first popup without touching anything). Then, open Sound Descriptor section under Skyrim.esm. The sounds played when player shouts mostly look like 'VOCShoutDragon0#Word'. For example, a sound for Fus is 'VOCShoutDragon01Fus'. There are exceptions, but all of them has 'VOCShout' in their name. If you use Creation Kit, it's easier to find which sound file is played for a specific shout.

When you click one of the category that starts with 'VOCShout' in TES5Edit, you can see how it's modified by mods if there are any.

I've disabled True storms, Immersive Thunder and Climates of Tamriel and only weather mods that would change the thunder and the problem still remains... Any other ideas?
