Non-Combat skills ignored in enemy level calculation

What the title says. Rebalance enemy level calculation so that skills such as speechcraft blacksmithing enchanting and pickpocketing do not affect enemy difficulty.

Only combat skills such as one handed, destruction, and sneak would determine enemy stats. Or someone can point me to a mod that already does this, I've searched with nothing to show for it.

 

I don't mind making this myself if anyone can point me to the right calls and commands.
