getfoseversion not working

I've followed this video to start using mods for Fallout 3 Game of the Year, but when I got to the FOSE part of set up it doesn't work:

 

Instead of seeing FOSE version 1 or whatever it is now, I got this

 

SCRIPTS: Scripst 'syswindowcompileandrun', line 1,

Scripst command "getfoseversion" not found.

 

So I would like to ask how to fix this...

 

Please when telling me how to fix it, do so in detail, as I'm not good with these kind of things. So you know I have window 10

Before installing FOSE, make sure that you run the latest version of the game (1.7.0.3.).

The installation of FOSE is simlpe : simply download this http://fose.silverlock.org/download/fose_v1_2_beta2.7z , and extract the content to your Fallout 3 folder (not in the Data folder, but in the folder where you'll find Fallout3.exe).

 

From then on you will always need to run the game with fose_loader.exe. If it launches the game successfully, it means FOSE works. You should be able to get "FOSE Version : 1" by taping "GetFOSEVersion".

 

It is recommended to run fose_loader.exe as administrator (right click > properties > compatibility > check "run this program as administrator").

Can u tell me why can I install properly FOSE to my game? I have steam Game of the year edition - im sure i have 1.7.0.3 version (checked in properties of fallout3.exe) but still when i lauch fose_loader i got Fallout 3 laucher started and in game when i i type "getfoseversion" there is that this command is not found. Help pls :(
