How To Mod?

What is it you want to do?

 

First get a BSA unpacker, I recommend FOMM (Fallout Mod Manager) as it works like a charm and it includes TESSNIP: http://newvegasnexus.com/downloads/file.php?id=36901, Just create a false Fallout NV directory: C:\Program Files (x86)\Bethesda Softworks\Fallout New Vegas and place in a random .exe and rename it FalloutNV.exe and another one renamed FalloutNVlauncher.exe. You might also have to add a folder called Data to the directory.

 

Followed by getting Nifskope: http://niftools.sourceforge.net/wiki/NifSkope and the Nifskope XML: http://sourceforge.net/projects/niftools/files/nifskope/1.1.0-rc1/nifskope-1.1.0-rc1-i686-w32.7z/download

 

Optional you can get FNVeditor to create .ESPs but I suggest waiting for the original Creation Kit to come out. http://www.newvegasnexus.com/downloads/file.php?id=34703

 

You'll also need a texturing program like Photoshop or GIMP (free) and a modeling program like Blender (free) or 3DSmax.

 

Then you'll have everything to start modeling, texturing and with some effort (if you've gotten FNVeditor) creating .ESPs where you can tweak the settings and add unique items instead of overiding existing ones.

For modeling tutorials see the appropriate modeling programs and for .ESP making tutorials you'll have to look them up here in the forums, there are quite a few good ones.
