Stirk: "You cannot go that way, turn back."

I recently installed the Stirk mod, and haven't been able to get it working. This message pops up as if I am going to another province. I have tried disabling the border, and that doesn't work. I've tried enabling the border from the ini and that doesn't work. Never used Stirk before. I checked the mod page and the readme, and it says to disable to border if it was enabled, or enable the border if it was disabled. I've tried both and nothing happens.

 

Could this be a conflict from another mod? Has anyone else had this problem?
