hey i been adding mods to the game until i f*#@ed up the pip boy, i tried to fix it but it failed so i disabled all of the mods and it still did not worked, then i decided to delete local content and reinstall.

when i tried to make a new game it crashed and i did not re-add any mods, when i checked the new vegas folder i found out that some of the files including the fallout.ini file was not in the folder so i decided to reinstall again, but it did not download again so anyone with a fix help me.

When you say "re-install" and "did not download again", do you mean you used the Steam "verify local game files" option in the Steam Library for the game, or you tried to "install from scratch"? You should first try the "verify" approach, after renaming both the INI files in the "C:\Users\<YourAccountName>\Documents\My Games\FalloutNV" folder, and let the game rebuild them.

If that fails to resolve the missing files, then you need to uninstall the game through the Windows Control Panel, and then Steam will let you reinstall. You have to clear out the old entries in the registry (which uninstalling through the Control Panel does) before it will permit a "clean reinstall". You can keep your current save games files, as they are safely in your "C:\Users* folder.
