Oblivion Maps/Cells Port Suggestion

Please Read my friends because I think Its a good idea.

I'm no good modder and I dont have talents for modding but i have messed up a little bit with Oblivion and created some private mods for myself.

and I have a question/suggestion.

Would it be possible especially when the Creation Kit comes out to port The Whole of Cyrodiil(all cells) to skyrim??

maybe replace the low res textures and empty barren lands that bethesda put in the Cyrodiil area in the TESV map.

Especially when Oblivion + Graphics Mods looks much like Vanilla Skyrim Graphically(If just comparing screenshots for example)

From what I've seen with morroblivion (a TESIV mod) I think this is entirely possible

I understand the case that you cant transfer other games assets to another. but its possible maybe have a requirement that you need to own TESIV. like morroblivion (you need to have both TESIII and TESIV for morroblivion)

Start with a Simple Port:

Maybe start with the Wilderness. Then add the cities cells. Then add Interiors of buildings. just a roamable ghosttown cyrodiil.

then port is done.

release it to the public so many will try and do their own mods based on the ported region.

Like:

-Populate the world with NPCs (dont need to replicate oblivion NPC as it is 200 years later after oblivion meaning they're all probably dead now)

-Assign them their respective homes and AI schedules.

-Populate interiors with Skyrim decorations, foods, furnishings, etc. maybe port from oblivion or borrow some skyrim item mods if needed.

-Edit some cells to match the lore 200 years later(little changes like rebuilt kvatch(maybe port the kvatch rebuilt mod)) or some cities being devastated like Bravil by the empire vs thalmor war.

-Integrate Smithing, Hunting, Mills in towns, Cutting wood. and the Infinite Dynamic Quests to the province so you have something to do.

-Then slowly add some Scripted Quests made by different modders and when it reaches a certain amount of number, for ease the of downloading. someone will create compile them and create "Quest Packs" or "NPC Packs"

-Just like Morroblivion, we could also replicate the Oblivion Questline but It would be less creative and harder to do because you're just remaking something and It would be unfit for roleplaying. (You're character is Dragonborn suddenly he becomes the champion of Cyrodiil, well this would work if executed like Nehrim)

With all the modders from Oblivion and Morrowind who wouldn't want going back to the old beloved Cyrodiil in the New Engine?

Maybe while this is being made some other team will make a redo of Morrowind and show that devastated landscape and wasteland + other new settlements.
