Oblivion Online doesn't exactly work, it's in an alpha state, which means that many features are still broken or have limited compatability. Additionally, that download is for an earlier release, so it probably doesn't work any more. At any rate, I believe you need to have OBSE installed, and the game patched. You should probably look at their site to get installation help, most people around here don't use Oblivion Online because it is still in a semi-functioning state and doesn't work with most other mods.
