Altering (magical) effects on items

Hi All, Like everyone here I'm sure, I'm eagerly awaiting the toolset for obvious reasons. In its absence, I was wondering if anyone had any ideas that might help me with mine.

 

About the only "tool" i've been using so far is TESsnip, part of FOMM. With just this, it's possible to make esp files with minor alterations to in game items. Each item has a bunch of properties, and I was wondering if anyone knew a way to alter those properties. Specifically:

Take any in game enchanted armour. The armour item has an enchantment attached to it (EITM). The enchantment has a bunch of properties. What I would like to do ultimately, is replace the enchantment with a Magical Effect (MGEF). As far as I can tell, magical effects are the result of spells and potions, while armour effects come from enchantments (ENCH). WIth no way of identifying what the individual properties are, I cannot work out how to apply a magical effect to an armour item.

 

I realise it's likely simply not possible without the toolset, which is fair enough. But if anyone has any ideas, advice, pointers, experience (perhaps from modding previous Beth titles) or even tools that might help, I'd be most grateful. With thanks in advance, all the best.
