LE Simple Mod or Script for game difficult and no fast travel

Me and other friends look for a mod with these features:

 

1) A mod or script that does not allow you to change the game difficulty once the game started

2) a mod or script that removes the fast travel except to the city of whiterun (if we lost the horse)

3) a mod or script that allows to call the(near) horse with a whistle
