Animation in 1p is laggy

Hey there, i have a problem with skyrim, i reinstalled the game already but the problem still exists.

 

When i move my perspective up or down the weapon and hands are shaking a little bit up and down at the same town.

 

left and right works fine but up and down not, is there any solution for this?
