Prenihility Posted September 17, 2016 Author Share Posted September 17, 2016 I've found the solution. Since completed the Battle for Solitude quest. I simply changed the fExtraTastletBudgetMS value from 800 to 1.6. It ran up to 100% speed again. I have NO idea what that setting does. A person had a similar problem.
