map/item menu/combat lag

Okay so I've been playing Skyrim for a while now. I had hoped it would work better, but as you can see my biggest issue is my graphics card. I have it set to low graphic setting and everything works fine EXCEPT FOR

-When I get into battles with a lot of enemys it lags, sometimes pretty severely.

-There is pretty bad lag when using the world map and the items menu.

Besides these things everything else works great.

So what I'm asking is if anyone knows and Skyrim.ini settings, mods, ect. that could help me with either or both of these problems?

ATI Radeon HD 4250

8GB RAM

I have the same goddamn problem. Only at the world map does it fall into debilitating lag.
