To answer your question, the Istari (Wizards) are five individuals from the order of the so-called Maiar. They are angelic beings who existed already outside Arda and before its creation. Concerning hierarchy, they have to be set lower than the Valar (Powers) who are - not being able to find a more suitable word - the "gods" of Arda (although there actually exists only one god, Eru. What you have to know is that Maiar and Valar can basically have whatever bodily form they prefer - in case of the Istari it was the shape of Men. There are also other Maiar in Middle-earth, e.g. Sauron (as the most powerful) or the balrogs; it could also be assumed that Huan was a Maia (I think).
