Mods Not Working and Crashing With Settlement Building

Hey Everyone,

 

So recently I restarted Fallout 4 and previously I had installed many mods and since I had removed Nexus Mod Manager from my computer at the time I had to remove the files (So I went though the Data folder and deleted anything that looked like a mod). After installing some mods (listed below) I started encountering various errors that have impacted the game. For one, I get a crash every time I open the Settlement Building Menu, even though I have no settlement mods installed at the time. So I reinstalled some of the previous mods and the same problem occurred. Then the mods, Bullet Time - Slow Time and Visible Weapons - 3rd Person Holster do not give me the items I need to edit (in game) the settings and when I use the items they don't work. There is also a big black splodge (Spot?) on my characters shoulder but I am unsure how to fix this.

 

Am I just bad at life?

EDIT: Just did a clean test without any mods and the settlement crashing issue is gone (With the same save).

 

Another EDIT: I went through each of the mods and I found that TrueStorms is causing the crashes both with the mods and by itself

 

A Third and Final EDIT: TrueStorms v1.4 was buggy for some reason... I don't know... But installing V1.3 fixed all the crashing problems. I still have the black texture on the shoulder of my character though and the items for specific mods don't get placed in my inventory (And they don't function properly as well)

ESP ONLY - infinite settlement budget. is broke it uses old Fallout 4 update.. it doesn't work anymore what i would suggest is to install this instead since its up-to-date:

uninstall ddproduction's mod and install that. also use LOOT and run your game and see if anything works out great. also if you aren't sure what causes your game to CTD. Run Fo4edit.exe and see if any error messages comes up. some mods require another mods to work properly. last thing is to update AWKCR, hope it helps.

Sorry Im very new to the modding business....what am I looking for in Fo4Edit.exe?

DDProductions has a different version of the settlement budget mod that does still work: http://www.nexusmods.com/fallout4/mods/13779/? The nice feature it has the one you suggested above doesn't is the option to specify how much to increase the settlement budget.
