The entire point of the speech is how it contrasts Herr Garbitsch's speech. Here it is in context, without the silly blipverts:

 

If you honestly think that the situation today parallels the rise of fascism – that our prevailing politics suggest that "democracy, liberty, and equality... stand in the way of action" and that everyone should "serve the interest of the State with absolute obedience" – that we are at "an interim in which insanity cut loose. Liberty took a nose dive, and humanity was kicked around somewhat." – then you are completely deluded. You've imagined an awfully frightening world for yourself, and I pity you for that.
