Shadows are disabled and gone

So I recently decided to reinstall Skyrim and trying to make the game look as great as possible. i put in around 500 hours with my previous character with a heavily modded save with little to no issues. This time i decided to use MO for the ease of mod removal.

For some reason, something is off with my game. I dont know which mod is doing it, but some some reason the shadows aren't being animated and things in the distance look extremely clear, even though they are far away. Game looks flat and dead, and too bright. There's no sense of distance or dimension. What mod could be causing this?

This is a link to a screenshot of the game with no mods installed, just a Cleaned update and DLCs, and the usual SKSE/SkyUI/Enboost. (Mod Organizer is amazing.)

What Mod could have caused this?
