Annoying Outline When Moving

I seem to have this issue show up around fire and panning the camera around, when my hands are moving, or im running around outdoors.

 

 

 

Im currently using NVLA ENB and have a 255 mods installed. Its very stable and this seems to be my only issue. Ive looked everywhere to find a solution, but it seems this is a special case. Im hoping somebody here has run into this issue and fixed it.
