Weird dragon AI bug?

The Blood Dragon that spawns near Bonestrewn Crest is behaving oddly-- it literally cannot get closer than a certain distance from my player character, and even bugs out and goes through terrain to avoid doing so. I can still hit it with fireballs (it frequently ends up staying perfectly still) but if I kill it, it simply vanishes and respawns somewhere else.

It is well out of range of targeting as far as I know, so is there a way I can just kill it with console commands to get its soul and bones/scales?

I just used the markfordelete command and then spawned a new dragon when i got this bug, but I'm not sure if I messed up anything. The markfordelete command was the only thing i could kill it with, besides turning off its AI and turning off collisions so that I could just run over to it and kill it.

I used a different way around this, although it's a bit tricky, but more entertaining than other options, anyway.

Basically I ran my character up the mountain and stood in the flat area in the center, then proceeded to select the dragon with the console commands(Sometimes needed to use TFC to cam over so I didn't select what I believe is the clouds), then took control of it through the "TC" command(Hands over control of the NPC to you), which allowed me to maneuver it over and with a bit of tricking about(Due to you keeping control of both your character and the dragon), managed to position the dragon in front of myself, then proceeded to chop it to death. Occasionally it bugs out(He suddenly freezes up and gets teleported somewhere else nearby), but since I saved just before trying this, I'd re-load, then beat him down again. Once you get the special finishing move animation on the dragon, it'll overwrite his buggy flying mode and force him to sit and do the animation, then die and all like normal again. This prevented me from having to break anything and allowed me to just control one dragon for a while. There doesn't seem to be any side-effects after using TC, either. I tried it on a wolf before I tried the broken dragon, and it seemed to work just fine. Just need to watch out what your own character does as you control both at the same time. The camera moves to follow your 'enslaved' NPC though.
