dubiousintent
Start on the GECK wiki site. They have tutorials that will lead you through the basics of adding things to the world. You are also going to want the GECK Powerup mod, which fixes some aggravations with the basic editor. (Though it is still quite aggravating.) Check out the "New Vegas GECK and Modders" forum for help with the editor itself, and the "New Vegas Mod Troubleshooting" forum for help with building your mod. -Dubious- Edited September 17, 2016 by dubiousintent
JoKelly
GECK is the first step. If your making your own, you will need some sort of modeling program.once you have assets you made yourself or from resource packs and mods open GECK, open your mod, click on static in the left hand menu, move to the right where the list of statics in game are displayed, right click pick new, assign your mod static name click on model button, go to the (the name of your mod) folder in the mesh dir. select the static you want then save and viola its in game. http://i.imgur.com/KoLI8sI.jpg
