Stuttery Character Movement

Solution: New crappy £10 keyboard; guy in the store thinks it may be to do with ghosting/anti-ghosting stuff.

Hi, I've been experiencing this problem for almost a week now and it's getting really frustrating; I'm running out of ideas to try. Any help or suggestions would be greatly appreciated!

When I move with W the SS will take a step or two, then stop, then another, then stop, even though I keep the key held down. Even if I press it down as far as it will go. This started on multiple gamesaves each with over 24 hours of gameplay, each without having any problems before hand. The rest of the game/scenery is fine, no framerate drop (not that I know of; but I'm running on ultra on a new PC and it's been smooth so far), it's just the character that is stopping and starting, like the signal to move forward is being interrupted somehow. It doesn't occur with moving side to side, and I don't think it happens when moving backwards but I'm not sure.

I've done my best to research this before asking for help; one or two people have had the same issue but no fixes have been reported. So far I've tried:

  • Uninstalling all my mods
  • Starting a new game
  • Uninstalling and reinstalling Fallout 4
  • Checking if my keyboard drivers are up to date (they are)
  • Starting the game in windowed borderless mode
  • Unplugging and replugging my keyboard

Nothing has made a difference. If you have any suggestions or solutions, please let me know. A few details to hopefully help:

  • I'm not having the same issue in any of my other games, including FO3, FONV, Skyrim and others Is now affecting other games; hopefully this narrows it down to a keyboard issue
  • The keyboard is new; this one is a gaming one but so far I've been playing on a £10 generic one with no issues until:
  • The night before I moved to university I had the frozen character bug, but I resigned to fixing it once I got set up here; that happened with the old keyboard but I believe it is a game error
  • For some reason I have two identical copies of my keyboard in my device manager of my computers settings; when I delete one the other reappears next time I boot it up
  • I'm running Windows 10 (fresh install, not an upgrade)
  • The keyboard is a Power Cool RG-100 LED gaming keyboard, attached by USB

I thought it could be a dodgy keyboard but like I said, it's only Fallout 4 where I'm having trouble. And I'm not so sure it's the game any more after reinstalling and running a new game without mods and still having the same problem. What else could it be? Am I doomed to laggy gameplay for the rest of my life? If you need some more information on my set-up just let me know, but if it involved digging around in some files I may need guiding through the process.

Thank you ever so much if you can help - I really am at the end of my tether here.

*Edit*: Still having problems, but I may have found a path worth investigating: microstutter. This is a new concept to me, so help from anyone with some experience would be wonderful! I changed my controls to L Mouse walk forward and there is no stutter - now I have to work out how to fix the key for ease of use. If I find a solution I'll update in case some other poor soul has the same problem, but if you have any more ideas please reply in case this one is a dead end. Thanks.

Edit.2: Still no luck. I've switched the USB from 3.0 to 2.0, no difference. I just don't understand why it's started so suddenly - it must be the keyboard, but it only happens in Fallout 4, and I did a clean reinstall.
