Or should I try using a swaptexture (or whatever it's actually called) on a script to try to create the illusion?

 

I want the part to look like it's moving in sync with the creature's movement and I don't know how to tie it into the animation if it's actually even possible.

Yep it's pretty easy, I do it for our tanks in Frontier. You need to setup your texture with the right controllers so grab hold of Pixelhate's texture animation resource if you haven't already done so, then you add extra animation controller blocks in your kf's. Try looking through some of the 2hh attack anims they sport a few texture controller blocks in them.
