Adding Npc Abilities to Player

Hi, new here :)

 

Just wondering if ts possible to add npc abilities to my character, such as the Ranger Toughness perk and Legate Lanius' immunity to radiation and fire. I've been trying but can only find the form ID's, which are useless for adding through the in-game console :(

 

I know its possible in other Bethesda games like the Elder Scrolls, but fallout seems to class npc perks and abilities differently than those made available to the player :/ any help would be much appreciated.
