dubiousintent
Yes, you can "move" (really uninstall) the game from the C: drive and then when Steam asks where to install it, tell it to put it on another drive letter. The official procedure is linked in the "Installing Games on Windows Vista+" article in my signature. It also includes some tips that will make the process much smoother. -Dubious-

dubiousintent
No, it (both FNV and NMC textures) will work just fine on another drive than "C:". Mine is on "E:". But you have to be careful to have told Steam to place it on a different drive at the time of installation. And the destination parent folder (i.e. "E:\Games") has to already exist. (It's best to have checked and adjusted the folder permissions of the parent (i.e. "Games") you want installed subfolders to inherit first as well.) When I did it the game files got placed under an "E:\Games\SteamLibrary" (rather than the "Steam") folder tree. If you just copied it from one drive to another, the registry is messed up. This is covered in the "Installing Games" article in my signature. -Dubious- Edited September 22, 2016 by dubiousintent

dubiousintent
Hmm. When Steam installed the game, was the "SteamLibrary" folder placed in the drive root (i.e "D:\SteamLibrary") or under an existing folder such as "D:\Games\SteamLibrary"? Have you tried running NMM as an "administrator" when you toggle ArchiveInvalidation? (This is not a solution I favor, but it will tell us if this actually is a "permissions" problem.) Otherwise I am stumped (assuming you uninstalled and didn't just make "inactive" the AI addon and are only using the one built into NMM). In which case you will need to take it to the NMM forums, or switch to another mod manager. -Dubious- Edited September 23, 2016 by dubiousintent
dubiousintent
Something came to me while I slept. Locate the "SArchiveList=" entry under the "[Archive]" section in the "Fallout_default.ini" file, and paste the complete line in your reply. If it's malformed in any way, that might be why AI doesn't seem to be working. -Dubious-

dubiousintent
Good call on posting the entire section. I only see two things different from mine: SInvalidationFile=ArchiveInvalidation.txt SArchiveList=Fallout - AI!.bsa, Fallout - Textures.bsa, Fallout - Textures2.bsa, Fallout - Meshes.bsa, Fallout - Voices1.bsa, Fallout - Sound.bsa, Fallout - Misc.bsa As far as I know, the "Fallout - AI!.bsa" entry (which is the ArchiveInvalidation file) needs to be first in that line, and the order of the rest shouldn't matter. But given your problem, give my file order (which is the game default order) a try. The "ArchiveInvalidation.txt" and "Fallout - AI!.bsa" files don't actually exist in my Data folder. The "txt" file was the original Bethesda method of AI and the absence of the entry may be causing it to "short-circuit" the AI process. -Dubious-

dubiousintent
Considering we are now seeing reports that the NMM update yesterday won't let people load their current save games, suggest you try another mod manager if you are going to that extreme. Brief overview here. -Dubious-
