Is it possible to mod the way save games work?

One of the devs over at Oblivion gave us some insight into why our save files become ginormous.

 

Basically, if I understood him, there is a master list with the original state of all objects in the game.

And then every time you move something or talk to someone there is made a ticket with the change.

Until the tickets take up all your RAM and you can no longer load the save.

 

My question is: Is there a way to change it so that every save file has a copy of that list.

And the changes can be made, removing the tickets, every time you save from menu?
