Musera
Not sure if this is possible without the creation kit (and once it's out I might try myself with most likely little success) but I would the leveling altered a little, not a major overhaul but a minor one which I believe will really improve Skyrim. The basic idea is get rid of perk points (or whatever they're called), instead make the player seek out the correct trainer for that perk and pay to learn it. This will also mean the problem of infinite funds will be alleviated somewhat. As an example of what I want here is a basic scenario: My character just hit lvl 30 in smithing, meaning s/he can now learn elven smithing, so s/he goes and talks to Adrianne Avenicci at the blacksmith in Whiterun, pays her 2000 gold and now the ability is enabled. Now after lots more training my character hits lvl 100 in smithing so s/he wants Dragon smithing so has to seek out Eorlund Grey-Mane at the Skyforge as he is the only blacksmith good enough to teach that skill, this skill being a very high level one costs 25,000 gold. The idea is a bit of a mix of Gothic and Skyrims levellling system. The cost of high level abilities means the player must think carefully what abilities they want and will lead to specialization but if they have the time they can learn everything.
