Ready to just give up - Texture Issues

Soo.... yeah.
First post here on the Nexus Forums, and I'll go ahead and apologize in advance if I've goofed and posted in the wrong section.

Never was good with forum sites.

 

Anyway, to the issue.

I've tried just about everything possible to fix this.

I'm pretty smart when it comes to computers, or.. at least I'd like to think so.

But here, I'll just put the images here:

As you can probably tell, it's sort of a ... glitchy, flashing white texture.
I know what this is, too. There's a second layer of mesh over the ones in the game.
Except the 2nd mesh that's at the same place as the ones with textures, doesn't have any, so they're white.

And that's what is causing the flashing, tho I'm no modder and I have no idea how to fix this.
It also only seems to affect adults. Guards, my character, my faction members, even Inigo. And he's modded.

For whatever reason, it doesn't seem to affect children, animals, the world or armor.

- Also, running on a 1080p60Hz Samsung display via HDMI, as if that matters.

 

Ran FNIS? Yup, always do.

Ran as admin? Yep. Skyrim and SKSE both. I also took ownership over everything in my C drive, just to have that extra layer of permission.
SKSE? Yep, ENB Boost too, both the latest versions, all functioning. (checked in-game for SKSE version)
Fresh install? Yep. Just got this PC not too long ago, a week or so.

Disable Mods? Yeah, tried that. Even re-installed skyrim again - to no prevail.

This is quite an old save, I've been playing since uh.. like, early-2015.
This has never happened before.
I've got no settings for the specific game itself in my graphics card control panel, or anything like that.
Moved my saves over from my 4-year-old laptop and installed Skyrim on my new PC, now everything is ruined.

 

Believe me when I say that I've tried just about EVERYTHING.

And to be honest, I'm near the point of just un-installing skyrim and giving up on trying to get gameplay recorded.

Here's my mod list, I've got no texture replacer mods I know of other than Cover Khajiits and that should only replace the face textures for Khajiits.

And of course, all DLCs.

 

I really dunno what the problem would be.

If anyone knows or could assist with this, I'd greatly appreciate it, as I'm nearly about to rip my hair out.

I used a cmd option.

"Take Ownership"

Allows you to pretty much set permissions for files, via cmd.

It comes in use when needing permissions for core windows files or anything within the C drive. (Program files, Windows folder, ect)

To prevent errors like "Cannot save file, permission denied." errors and such, when editing .ini files and stuff.

So this can't be a UAC control issue or admin issue.

 

And it's vanilla.

I just installed in on this new PC, I only carried over a few saves, which might be the issue.

You know your OS is now a disaster right and that a virus could easily destroy all of your data now..... next time just disable UAC; reinstall your OS as soon as you can and never take ownership of every file contained in the OS there are very good reasons of why the user shouldn't have permissions in the system folders.

Yes, I know a virus could do that if I got one.

Which I wont, ever.

I've been using computers and the internet mainly for 8+ years now, I know how to avoid viruses.

I'm not re-installing my OS just because of that.

 

I'm still having the problem, and I'm likely just gonna re-install Skyrim.. AGAIN.

Tried cleaning the Bethesda master files with TES5Edit and it didn't fix it.

Edit: I've re-installed skyrim and all my mods, the issue seems to be fixed now.

Yet another update, I installed skyrim and everything was fine.

I just got all my mods working again.
Everything was perfect.

Then I installed ENB and Enhanced Lights & FX

Then the glitchy white textures returned.
But only in certain areas.

I want to literally just cry at this point.
I'm sure this is either ENB or ELFX.
Most likely ELFX.

As of right now, SKSE isn't being detected and now skyrim wont even get past the menu, whilst trying to load a save.

Edit: I quit.
I give up.

This game isn't worth the effort.
I love this game to death, but the mod support is utter trash.
And re-installing the game 12 times just to fix a re-occuring texture issue isn't worth my time.
I've got better things to do.
So, yea, I'm done with skyrim.
As if anyone was helping me anyway. Thanks Nexus.
