OS: Windows 7 Ultimate 32-bit <-----upgrade to 64-bit 32-bit is now useless you can keep Win7 is still a good OS.

CPU:Intel® Core™ i5-6600K Processor (6M Cache, up to 3.90 GHz) (14nm 4 cores)

RAM:you decide they need to be DDR4 (preferably with more then 2000Mhz) and 8GB at least

Motherboard:you decide it needs to have lga 1151 and chipset z170

Monitor: Philips 191EL (1366x768@60Hz)<----you can upgarde this later; 1080p monitors at 60hz are the standard now

Graphics Card:EVGA GeForce GTX 1070 FTW GAMING ACX 3.0 or EVGA GeForce GTX 1060 FTW+ GAMING ACX 3.0 or SAPPHIRE NITRO+ Radeon™ RX 480 or SAPPHIRE NITRO+ Radeon™ RX 470

SSD:Samsung 850 evo 250 GB

HDD:you decide take something with more then 1TB

The Graphics Cards i posted are the models with the highest prices all the others normally cost less. What you need to search for are: geforce1060 or RX480/470.

you should start working on CPU, Motherboard, RAM and then SSD; leave the Graphics Card at last even if is what really makes the difference it's the part that has the higher cost as well (you will need a new PC to use it's full potential anyway).
