Delvin won't give special job after 5 jobs

First of all I should mention I use

Localized Thieves Guild Jobs

and

Less Tedious Thieves Guild

 

Okay so first I was able to do 5 jobs in Whiterun and did the special job, no big deal

Then I did another five jobs in Solitude, and Delvin doesn't give me the option to take in a special job. So I'm thinking it might have miscounted, I do one more job, nothing. So I try something else, maybe do 10 total, nothing. And then I went back to a previous save and then five all over again. Nothing.

I'm really lost, can someone please help me?
