Leveling up Companions Mod request

From what I've heard, the intention was to have followers level up with you, but their failure to "grow" is actually a bug. Regardless of whether it was intentional, I want to make a mod that "fixes" this issue of earlier companions being weaker than companions you meet later in the game.

Currently, I am thinking that the best way to do it would to make a bat file called "level up companions" and just make the player run that all the time. However, there are a couple of issues I'm seeing regarding this:

1) Leveling is not "linear" The difference in skill levels between a level 30 and 31 character is huge compared to the difference between a level 1 and level 2 character.

2) Perks are added at a non-linear rate.

3) Different Companions should have different focuses (in skills and perks).

4) Different Followers should still have different strengths and unique abilities.

As a result of this, I can't just make a single .Bat file that says "level up companions," I would need to make a bunch of bats like "Companion Level X" all the way up to presumably 50.

Can somebody else think of a better way to do this? I don't know how to do any .esp modding, so if you know a better way to do this by modifying the data files, I guess the point of this topic is just to request this mod. If there isn't any better way, I guess I wouldn't mind getting started on this mod, but I want to make sure that there isn't an easier and better way to do this (b/c typing a bat every time you level is rather tedious).
