Mages, Armour and Robes

This is probably 2 mods, but I would like to see a mod that allows mages to benefit from both armour and robes, but not in an overpowering way.

1. Robes can be worn over armour....why shouldn't they be able to from a practical basis?

2. A mage in metal armour [whether in a robe or not] suffers a higher casting cost for spells as the metal armour draws off some of the power [say x2 magicka cost]......thus a mage wearing hide, leather and, possibly, studded are unaffected, and heavier armours that give a bonus to magicka become more highly prized should a mage decide to go that way.

This does leave open a problem as to what excuse can be made limiting mages wearing glass and ebony armour, which aren't metal. You can't even base it on density, as glass is light armour.....and there is also a problem of mixed and matched armour parts where some is metal and some is not; how much metal armour needs to worn to affect the casting cost?....for this basis I'm ignoring how many metal weapons might be carried as they don't encase the body of the caster.

This also has ramifications for NPCs and whether they can get modded this way,or just leave it limited to the player's character......I would imagine the former would require a lot of modding work to be put into it.

Basically I think mages ought to be able to benefit from the robes that are in the game and wear some low level armour without too much difficulty or without becoming spell-wielding tanks.

If I knew the first thing about modding I might try it myself but I would have no idea where to start....and of course the Creation Kit needs to come out first for something like this.
