Skyrim mesh/texture loading error.

So I was playing my game fine when suddenly I tried to leave belethor's general goods (I had a few graphics mods, nothing more) and the game froze giving me an infinite loading screen, so I quit it. Came back, all my saves had been completely corrupted. So I looked up what to do and found that I should restore previous versions of said saves. Upon doing so I had lost a couple of levels but nothing devastating had happened. When I took a look around (Mind you I had not messed with any mods or touched the games files besides the saves) Boom, windows on dragonsreach were now an opaque yellow sheet and whole buildings had dissapeared and become big gaping holes in the world, with an exclamation mark floating inside where they should have been. I have tried re-installing the game three times, uninstalling all mods, and much more. Nothing did squat. I most likely have to start a new game, which I am not at all in the mood to do as I just spent the past 4 days playing this character. I am here to ask anyone if they ANY other things I could POSSIBLY try to help. Thanks in advance for your replies.

Upon writing this I just tried a different save going into whiterun, same exact issues. It isnt save only.

It sounds like you have missing meshes, you can try fixing it by verifying the integrity of game cache through Steam, or you can completely start again from vanilla: http://wiki.step-project.com/Guide:Make_Skyrim_Vanilla_Again, then reinstall your mods from there.

From that page I found a save cleaning guide, I have already reinstalled the game over and over so I dont think it would be missing stuff, but I think my saves might be corrupted from mods. Thanks for your quick response!
