Entry Point Not Found

"The Procedure entry point CreatDXGIFactory2 could not be located in the dynamic link library C:\windows\SYSTEM32\d3d11.dll."

 

I started getting this error after downloading ICBINE 4. I looked it up and apparently it's a problem people get from ENBs, yet no one lists how to fix it. I have Windows 8 if that makes a difference. Also, it's supposed to keep you from playing, however, I click okay then Skyrim opens, the issue is that it screws up ICBINE 4. Help would be appreciated.
