Become the Emperor! (looking for modders)

I'm looking for modders to help me make this mod; I can do small changes with the CS (like creating the Emperor's quarters in the Palace) and I can do the female voiceovers, but I cannot script/create quests/alter AIs/create new meshes and unique items.

 

Tamriel is left hanging at the end of the Main Quest with Martin dead and all heirs to the Dragon Throne dead. He's solved the Oblivion Crisis and forever shut of Mundus from Oblivion, but there's a gaping emperor-shaped hole in the world. With the bloodline erased, who is better to take on the job than you, the Champion, Savior of Tamriel, Martin's best friend? As there is still an emperor in Skyrim, clearly someone got the job; so why not you?

 

This should be a quest to prove oneself, and then to be crowned emperor and receive access to the Imperial Chambers. Nothing at all happens after you receive your imperial armor after being named champion. This quest should start a few days after you get your armor with Ocato approaching you and saying that the Council has nominated you to be the next emperor, and that there are a series of ancient trials to undergo. Five trials, each more difficult than the last, proving yourself a part of the empire by living with the poor, protecting the rich, defeating an epic monster, honoring (and ultimately meeting) the gods to get their blessing, and a banquet with all the Counts and Countesses in attendance for your coronation.

 

The Nine Divines will have to be created, and met with in an area similar to the meeting in the sky from the Knights of the Nine. The Council Chamber will have to be set for a banquet, only at a certain point in the quest. The quest will have to be written and the AIs that support it scripted. There will need to be a crown blessed by the divines for the coronation, the emperor's robes (enchanted to be worth wearing, or some really fancy imperial armor). There will need to be small changes or additions to the AI of the general populace when they see you, like when they recognize you as the Arena Champion or the Savior of Tamriel. I can do the voices for that, but the scripting is beyond me.

 

So, what we need is a writer, a scripter/quest creator/AI modder, a male voice, a female voice, a few new items, and an epic chamber in the top of the White Gold Tower as a reward for the Emperor to live in.

I can do the female voiceovers and create the Emperor's chamber, or at least the base if someone wants to improve it with custom beds, chests, wall hangings and such. I've always though that the upper-class chests weren't ornate enough, but that could just be me.
