[NOOB] How do i edit spells in TESsnip?

I am trying to edit the spell Telekinesis so that it costs a lot less magicka to cast.

 

I've look at a lot of tutorials when modding in TESsnip but they are all about weapon mods.

I would like to know this to ive been trying to edit the midas magic mod. I think the spells on that mod are to weak so im trying to increase them i just dont know what to edit in tesnip thanks!
