Perk trees are not working; Perk mods make no changes and perk names are broken

Tried installing perkus, now ordinator.

Both installed correctly in MO, however in game neither make any change to the perk tree and when ordinator is installed some perks now appear as "NPC Perk 1".

 

I have done all the basic trouble shooting that is common.

 

No f*#@ing clue why its broken.
