Skyrim CTDs constantly... in the same area even on a new game

Every time I go by the path next to Meridias statue/shrine/temple the game CTDs unless I have http://www.nexusmods.com/skyrim/mods/72725/? installed in which it says it is because of a missing NiNode and that I have to run FNIS (which I have done) or have a skeleton mod incompatibility (I only have XPMSE). This happens constantly and has nothing to do with my save file because I have started over at least 4 times because of this. And it it matters here is my load order

If it matters A few of the mods listed on there are not actually on and are only on the list because I am too lazy to unsubscribe from them on the steam workshop. But please help me with this problem
