I also haven't joined The Brotherhood of steel yet, so tactical thinking cant be my problem. I've done every other quests for the railroad. Boston after dark, memory interrupted, both butchers bills, mercer safehouse, concierge, even all 11 weathervanes. Buth after I've done 2 jackpots without any problems, even gotten the polymer weaves, no third quest will assign, and No randolph safehouse quests either.
