Changing Ranks

I was wondering if anyone could share how to get ranks changed in the game. I remember from release that it was as simple as making the changes in the [XComGame.X2ExperienceConfig] in the "common\XCOM 2\XComGame\Localization\INT\XComGame.int" file. That doesn't seem to work anymore though, when I make the changes there it causes the game to crash when trying to start a new game or load a saved game. I DLed a mod (via the workshop) that changed the ranks and that worked fine but as they didn't fit what I wanted I changed the ranks in the DLed mod but that just causes the game to not load.
