NPC are erverywhere except in there Settlement

Greetings,

 

Is there a known Bug with Settlers, or a mod who may causes that... cause my Settlers are not where they´re suppose to be, for example, Preston is nowhere to find (lucky me ;)) except in some remote Outpost, Mr. Nordhagen is in Sanctuary and so on..

I have a similar issue where when I get a Kidnapping or Defend Settlement mission from a settler that when I complete the mission the settler goes wandering over the map and sometimes ends up in a different settlement.
